投標人資格要求：3.1本次招標不接受聯合體投標。3.2投標人必須是依照中華人民共和國法律在國內注冊的獨立法人或其他組織，具有獨立承擔民事責任能力，具備合格有效的營業執照；投標人若為事業單位的，提供事業單位法人證書。（1）投標人要求：投標人須是有能力完成招標貨物系統設計、售后服務及培訓等全過程工作的制造商，或代理商（本項目不接受項目授權）。（2）投標人應在投標文件中提供產品的IP 防護等級檢測報告（IP20及以上）、節能認證報告、抗震認證報告、出廠試驗報告，同時提供在線證書列名查詢和認證機構查詢聯系方式。其中：IP防護等級檢測報告（IP20及以上）：室外機不低于IP24，室內機不低于IPX0；應符合GB4208外殼防護等級(IP代碼)。允許以具有資質的第三方檢測機構出具的準確清晰描述檢測合格內容條款的型式試驗報告替代。（3）投標人在國內的銷售具有良好的信譽。并設有售后服務機構。（提供承諾書）（4）產品供應商和產品制造商必須提供加蓋雙方印章的以下承諾函：不低于2年質保期的質保期承諾函；每批次貨物都應符合招標文件規定格式和內容的的質量保證承諾函；不低于每年一次現場技術回訪的技術服務承諾函；不低于每年一次免費現場培訓的技術培訓承諾函。（提供承諾書）3.3業績要求：（1）投標人應具有良好的商業信譽和業績，近5年經營活動中無不良記錄，產品無不良應用記錄；（2）投標人應至少提供（2022年1月1日至投標截止日）的1份銷售業績。業績合同包括但不限于:合同首頁、項目內容頁、金額頁、簽訂時間頁、簽章頁。
